无為而无不為
Non-Action, Yet Without-Non-Action (Excerpt)

Understand movement; the movement of society, the movement for reputation, fame, gain and honour, and protect your stillness. It is a process from movement to stillness and calmness to Non-Action [wu wei 无为], to be Without-Non-Action [wu bu wei 无不为] to culminate in a higher wisdom [1]. The Daoist scriptures state:
空空洞洞是无为。 无中生有。
Empty and hollow is Non-Action.
Amidst nothingness existence is born.
During sitting meditation, if any kind of sound scares you, you must close your meditation session immediately and talk to you master or teacher. Let go of the third dimensional knowledge, so you can open the door of higher dimensions. Do not be curious, as everyone is the same, and everyone possesses those tools, and innate abilities. This is why Daoist go to the mountains to find a quiet cave.
In the Dao De Jing it records that Non-action is also Without-Non-action and this will grant you higher powers.
道常无为而无不为。侯王若能守之,万物将自化。
The constancy of the Dao is Non-Action,
yet Without-Non-Action.
If the marquises and king are able to safeguard [it],
the Ten Thousand Things will transform by themselves.Once you feel this state, you will know. Therefore, body and Heart-Mind should neither move nor stir. Close your Five Senses to transform the Five Phases. If your worries are present, then,you will have demons present. As a general rule if there are any problems emerging during sitting meditation, do not be afraid.
Right now you are just normal people and do not really have the opportunity to become a higher person. If you are unable to reach Non-Action due to the poisonous disease of thought, then you will never reach Without-Non-Action. When you can get to the point of Non-action, you may begin communication with Spirits on this level. What is your power and ability before you open this wisdom? Hide to accumulate it, this is called Non-Action. It is to study how to swim.
How could you save someone without being able to swim?
You would just drown in the river yourself. Through understanding that you may be able to have from solitude and peace, you can move into Non-Action where you try not to do anything, and from that, if you can see the Dao from there, then you can go back into Without-Non-Action and just follow the natural course. Thus, the power that can be seen in a figure like Jesus or Muhammad, the power over people to heal them comes from this state of Non-Action. In China it is called Fives Eyes, symbolizing that you can observe what has happened in the past and what will happen in the future. It is a change that occurs within the physical body. However, there are other, even bigger powers. And they all come from Non-Action transforming into Without-Non-Action. If you desire this kind of power, you will never obtain it. If you get rid of desirous thought and simply calm your spirits, then those powers will slowly and naturally be yours. You are not very far away from the Dao, when you move forwards to the point of Without-Non-Action[2].
[1] Li Shi Fu on a different occasion answered to the question, ‘ What are Action and Non-action?’:
Once you passed Point Zero, it is considered Without-Non-Action [wu bu wei 无不为]. Before Point Zero is is regarded as Non-Action [wu wei 无为]. Via Point Zero your wisdom opens and increases. Non-Action comes first, Without-Non-Action comes second, and you have passed through Point Zero.
[2] To recap according to one of Li Shi Fu’ senior disciples the four stages are:
I. The first level is a normal person. Whatever passes by, passes by. Whatever you come across which needs doing, you do it. Normal person unconsciously going through live and in the misbelief that the make their own choices.
II. On the next level, a level higher, you do not seeking anything. But your destiny seeks you out, and therefore you are forced to do matters. Higher Person not seeking out to do anything, but being pushed along by circumstance, going with the flow – but consciously.
III. The next level above is Non-action.
IV. And after that is the level of Without-Non-Action – the realm above non-action – on which you either act or not, and it makes no difference.
In terms of Non-Action it is said that the Buddhas can wear adornments and embellishments and it remains meaningless to the Buddha, and they can take on a beautiful forms, whereas if a normal person assume different shapes, desires would arise and attachment to them ensue.
However a sage would not do that. And rising above Non-Action, whether they do it or not it would not matter.
